Côte d’Ivoire is edging closer to letting local creators earn money directly from Meta’s platforms. On October 5, 2026, Digital Transition and Digitalization Minister Djibril Ouattara said the project, which covers Facebook and Instagram among others, has entered its final phase. Launched at the urging of President Alassane Ouattara, the effort brings together several government departments, the HACA (the country’s audiovisual regulator) and Meta, the American group behind Facebook, Instagram and WhatsApp. The goal: let Ivorian creators earn revenue directly from what they post on Meta’s platforms.

In practice, monetization means a platform shares revenue with creators or pays them through built-in features. It isn’t available in every country, and that gap is what this project is meant to close.

Public and private players at the table 🤝

A cross-ministry task force has been working on the file for several months. The ministries of Commerce and Industry, Digital Transition and Digitalization, and Culture and Francophonie are all involved.

The HACA and Meta’s teams are also part of the process, which is meant to put the conditions in place to roll out content monetization in the Ivorian market.

Technical tests reportedly passed ✅

On the technical side, the project has reportedly cleared a major hurdle. According to Ouattara, tests run over recent months to check infrastructure compatibility were judged « conclusive ».

That shifts the question away from technical feasibility. Talks now focus on the remaining administrative and regulatory details to settle before an official launch.

Regulation is the last step ⚖️

Once the technical side is settled, Ivorian authorities still need to finalize the rules that will govern this new activity. The government says it is willing to amend its legal framework to make monetization easier to roll out.

Ouattara says he has assured Meta’s teams that the authorities are flexible on adapting regulation. The change is meant to support the country’s cultural and creative industries.

Making a living from content 💰

There is an economic stake here too. For the government, content creation is now a professional activity that can generate value and jobs.

The aim is to let Ivorian talent earn fully from their work without leaving the country or working around the geographic restrictions that can limit access to some monetization features. The minister insists that creating content is a job, with economic activity, creativity and professional opportunity behind every production.

Toward an Ivorian creator market 📱

If the last regulatory conditions are finalized, Côte d’Ivoire could take a new step in structuring its digital economy. Opening monetization on Meta would give local creators direct access to new revenue streams.

Over time, it is also expected to help organize the country’s influencer and online video market. For the authorities, the goal is to turn digital platforms into a genuine economic space for local creators.

Will opening up Meta’s monetization actually let Ivorian creators make a sustainable living from their content? Tell us what you think in the comments 👇
