CI-Alert: Côte d’Ivoire Turns to U.S. Tech for Emergency Situations 🚨

On April 22, 2025, Côte d’Ivoire officially launched an innovative emergency alert system to boost crisis response capabilities. Based on American technology, this system aims to improve emergency management, particularly in remote areas.

A Tool to Better Anticipate Crises 📡

Named CI-Alert, the new system uses Cell Broadcast technology. This solution allows geo-targeted messages to be sent to all mobile phones, without the need for an internet connection — a valuable advancement for reaching isolated areas in times of danger.

The implementation agreement was signed in Abidjan in the presence of Kalil Konaté, Minister of Digital Transition and Digitalization, and Jessica Davis Ba, U.S. Ambassador to Côte d’Ivoire. Authorities highlighted the importance of this innovation in addressing challenges linked to climate change and growing insecurity.

A Partnership in a Time of Digital Acceleration 🤝

The deployment of CI-Alert aligns with the National Digital Development Strategy (SNNCI 2021–2025). The project underscores the Ivorian government’s commitment to leveraging digital technologies to modernize public services and enhance civil security.

It comes just a few months after the visit of Sarah Morgenthau, U.S. State Department Special Representative for Commercial and Business Affairs, who encouraged greater collaboration between American companies and Ivorian institutions.

A Step Toward Digital Sovereignty… with Conditions 🛡️

According to the Ivorian Minister, the system marks progress toward greater technological sovereignty. The ability to quickly alert the population in times of crisis is also seen as a tool for national unity.

However, the initial reliance on foreign technologies and expertise raises concerns about long-term autonomy. Achieving true digital sovereignty will depend on effective skills transfer and the strengthening of local capacities.
