A high-level Ivorian delegation visited Togo to engage with the Regulatory Authority for Electronic Communications and Postal Services (ARCEP). This working visit, led by representatives from the Ivorian Ministry of Digital Affairs and the National Society for Information Technology Development, aimed to draw inspiration from Togo’s best regulatory practices.

A data-driven approach 📊

First, ARCEP Togo shared its innovative regulatory model with the Ivorian delegation. This model is based on real-time data analysis. Thanks to this approach, Togolese authorities can measure service quality, identify malfunctions, and adjust regulations accordingly. This method ensures better consumer protection and guarantees a healthy competitive environment.

Next, discussions highlighted the advantages of data-driven regulation. Indeed, it improves transparency, encourages investment, and enables operators to better meet user expectations. For Ivorian authorities, adopting a similar model could enhance the efficiency of their own regulation and accelerate the country’s digital transformation.

Common challenges to address ⚖️

Furthermore, this cooperation takes place in a context where African countries face similar digital regulation challenges. Among the main identified challenges are :

  • The emergence of new technologies: Artificial intelligence, blockchain, and 5G require adapted regulatory frameworks.
  • The constant evolution of regulations: Authorities must anticipate changes and implement flexible yet effective laws.
  • Consumer protection: Ensuring quality services at affordable prices remains a priority.

By working together, Togo and Côte d’Ivoire strengthen their ability to address these challenges

Tangible benefits for the population 🌍

On the other hand, this cooperation is not limited to exchanges between regulators. It also aims to generate positive outcomes for the citizens of both countries. The key expected benefits include:

  • Improved quality of digital services: More effective regulation will better oversee operators and ensure optimal service.
  • Enhanced trust: Consumers will have greater confidence in the reliability of digital services.
  • Increased attractiveness for investors: A stable regulatory framework encourages businesses to invest in the sector.
  • Accelerated digital transformation: By sharing resources and expertise, both countries can modernize their digital ecosystem more quickly.

Towards African digital integration 🌍

Finally, this initiative strengthens cooperation among African regulators. In December 2023, Togo and Côte d’Ivoire had already signed a “free roaming” agreement, facilitating communication between the two countries.

In conclusion, this collaboration between Togo and Côte d’Ivoire demonstrates the importance of experience sharing. Through these exchanges, both nations commit to serving their populations and fostering economic development.
