Albania has made history by appointing an artificial intelligence system to a ministerial role. Named Diella, the AI is now in charge of overseeing all public procurement and tenders — a bold experiment that blurs the line between governance and technology.

A minister that doesn’t actually exist 👩‍💻

Diella isn’t a human politician but a virtual agent that burst onto the scene on September 19, 2025. Represented by an animated avatar, she can address parliament, answer questions from citizens through an online portal, and manage procurement processes. Her mission: to make public tenders transparent, tamper-proof, and accessible.

In practice, Diella reviews submitted bids, flags anomalies, awards contracts, and publishes the results in real time. Forget dusty filing cabinets — everything is digital, searchable, and automatically archived.

How it works ⚙️

Behind Diella is a stack of technologies designed to bring automation and accountability into public administration:

  • A document analysis engine to process tender applications,
  • A fraud detection system powered by machine learning,
  • A private blockchain to secure records and prevent tampering,
  • An interactive avatar able to speak and behave like a human minister.

Companies taking part in tenders can track every step of the process live. Meanwhile, citizens get online access to all decisions, with full transparency.

Revolution or PR stunt? 🧐

The Albanian government’s goal is clear: cut red tape and fight corruption through AI. But the experiment also raises big questions: who controls the algorithms? And can we really call it “neutral” when humans are the ones programming the rules?
