Rwanda plans law to limit youth access to social platforms 🇷🇼📵

Rwandan authorities are considering stricter regulation of social media use among minors, particularly those under the age of 16. The announcement was made on April 29 by the Minister of ICT and Innovation, Paula Ingabire.

The end of social media accounts for minors ? 👶🚫

That is the ambition outlined by President Paul Kagame’s government. According to a study conducted in the country, nearly 46% of schoolchildren access social media without any parental supervision. Platforms such as Facebook and Instagram are among the most widely used.

In addition, around 35% of these young users are reportedly exposed to forms of online social pressure. These influences can be significant, potentially affecting their psychological well-being and even their safety.

A strategy for tighter control 🔐📊

To implement this policy, Rwandan authorities plan to rely on several levers. First, a close collaboration between the government and internet service providers is being considered to better regulate usage.

Second, parents will be expected to play a central role in monitoring how mobile phones are used within households.

Finally, a digital identification system will be introduced to verify users’ ages and restrict access for minors.

This initiative builds on Rwanda’s broader efforts to protect children online. In 2025, a dedicated national policy was already adopted, laying the groundwork for stricter regulation.

Rwanda is not alone in this approach. Other African countries, including Gabon, Egypt, and Nigeria, have also started exploring or implementing similar measures. This reflects a growing continental effort to shield minors from the risks associated with social media.
