
Cameroon launches the digitization of public procurement with « COLEPS » 🪙

Since January 1, 2025, public procurement procedures in Cameroon have fully transitioned to digital with the introduction of COLEPS. This platform, the result of cooperation with South Korea, aims to modernize the sector while combating corruption, even though significant challenges remain.
A platform to modernize public procurement 🚀
The Cameroon Online E-Procurement System (COLEPS) represents a major innovation. Created in 2018 with support from South Korea, this platform is designed to streamline every stage of public procurement. From planning to contract awarding, all processes will now be conducted online.
By minimizing physical interactions between stakeholders, COLEPS aims to significantly reduce corrupt practices. Moreover, this solution ushers in a new era of transparency and efficiency, addressing long-standing demands from citizens and businesses.
Limited enthusiasm despite high ambitions ⚠️
However, despite the launch of this platform, the results remain underwhelming. In 2021, test data revealed that out of 7,800 public procurement projects planned via COLEPS, only 104 contracts were finalized online. This limited use is primarily due to technical constraints related to internet access, as well as resistance to change.
In February 2022, during a cabinet meeting, the Minister of Public Procurement, Ibrahim Talba Malla, acknowledged these issues. He emphasized the need to raise awareness among public administrations and bidders to ensure they fully adopt this tool. To support the transition, a national campaign was launched on October 10, 2024.
What are the advantages and challenges of COLEPS ? 💡
Despite the difficulties, the prospects offered by the digitization of public procurement are encouraging. On one hand, the advantages are numerous :
- Faster and fairer procedures;
- A significant reduction in paperwork and related costs;
- The creation of new jobs in information technology;
- 24/7 accessibility, reducing unnecessary travel.
On the other hand, challenges persist:
- The costs of internet access and obtaining necessary encryption certificates;
- Behavioral changes that require time and awareness efforts.
A system in evolution 🔄
Finally, it is important to note that COLEPS is just the beginning of a broader transformation. Over the next five years, the platform is expected to incorporate new features, such as online contract management, interconnection with other government platforms, and even electronic payment systems. This evolution will be crucial to ensuring the efficiency and sustainability of this reform.
In summary, while this initiative marks a turning point in the modernization of Cameroon’s public administration, its success will depend on the commitment of stakeholders and efforts to overcome the current challenges.
