Senegal, Italy, and the United Nations Development Programme (UNDP) have joined forces under the Mattei Plan to accelerate digital transformation and reduce disparities across Africa.

A strategic digital partnership🫱🏾‍🫲🏽

On November 28, 2024, in Dakar, Senegal, Italy, and the United Nations Development Programme (UNDP) signed an agreement under the Italy-Africa Mattei Plan. This partnership aims to modernize the digital ecosystems of African countries such as Senegal, Côte d’Ivoire, Ghana, and Mozambique.

The initiative seeks to reduce digital inequalities in Africa by leveraging technology for sustainable development. The partners will focus on modernizing digital infrastructures and integrating them into key sectors:

  • Education: Digitizing schools and educational tools.
  • Health: Improving healthcare access through digital solutions.
  • Agriculture: Technological tools to boost productivity.
  • Governance: Modernizing public services.

Senegal’s central role 🌟

For Senegal, this initiative aligns with its national digitalization strategy. The goal is to position the country as a regional leader in technological innovation through :

  • Strengthening digital infrastructure.
  • Expanding internet access, including in rural areas.
  • Promoting inclusive solutions tailored to local needs.

Catherine Phuong, UNDP Deputy Resident Representative in Senegal, highlighted the critical role of digital innovation in achieving the Sustainable Development Goals (SDGs). She stated, « Digital innovation is a vital key to reducing disparities and accelerating the achievement of the SDGs. »

A significant financial challenge💵

According to the OECD, Africa requires $1.6 trillion to achieve the SDGs by 2030. The Mattei Plan will mobilize financial and technical resources to bridge this funding gap and support the continent’s digital transformation.

This partnership is expected to:

  • Foster digital entrepreneurship in Senegal.
  • Enhance public services through digital tools.
  • Reduce inequalities by enabling access to economic opportunities, including in rural areas.

Toward a successful cooperation model🌍

With the support of its partners, Senegal has the potential to become a model of success for other African countries. It reaffirms that digital technology is more than a tool—it is a lever for sustainable development.

This international collaboration could serve as a blueprint for other nations on the continent, paving the way for a future where digital technology becomes a key driver of sustainable development.
