Guinea has put artificial intelligence (AI) at the center of its thinking on modernizing public administration. The second International Forum of Secretaries-General of Government opened on Wednesday, October 14, 2026, in Conakry, Guinea’s capital, chaired by Prime Minister Amadou Oury Bah. Held under the theme « Artificial intelligence in service of the government platform, » the gathering brought together representatives of public administrations to discuss how new technologies could improve the way institutions work and strengthen coordination across government action.

AI for administrative performance 🤖

Organized by the Government’s General Secretariat, the forum served as a space for public administrations to compare notes on digital transformation. Discussions reportedly focused on how AI tools could be built into government processes to make public action run more efficiently.

Beyond the technology itself, participants also looked at what it takes to use these tools ethically, securely and responsibly. The stated goal: encourage adoption across administrations while keeping accountability and security requirements in view.

Eight workshops on responsible AI use 🌐

This second edition featured eight thematic workshops on administrative cooperation and the responsible use of AI. Their aim was to deepen thinking on how new technologies could be integrated into public administrations.

They were also meant to encourage experience-sharing among government bodies, to better understand what these tools can offer and under what conditions they should be used. The takeaway: digital transformation is not just about adopting new software. It also means reflecting on administrative practices, cooperation mechanisms and the safeguards needed for controlled use of AI.

Strengthening administrative cooperation 🌍

In his welcome address, Tamba Benoît Kamano, the minister and Secretary-General of the Government, looked back at the first edition, held in 2025, which notably led to the formal establishment of an international network of Secretariats-General of Government, the bodies responsible for coordinating government action.

The network aims to strengthen ties between these bodies and make exchanges between administrations easier. This new edition continues that momentum, notably through experience-sharing and discussion of mechanisms that could support changing administrative practices.

Innovation, security and public governance 💻

Through this international gathering, Guinea has put digital transformation and institutional cooperation at the center of its thinking on the future of public governance. The talks aimed to identify ways to make administrations more efficient through new technologies, without overlooking the ethical principles and security requirements that govern their use. The open question is how AI could support the modernization of institutions and strengthen coordination across government.

Can AI really make public administrations more efficient and improve the services citizens receive? Tell us in the comments.
