Cameroon Adopts a Digital Platform to Fight Fake Diplomas 🎓

In response to the growing issue of fake diplomas, Cameroon has implemented a digital platform dedicated to verifying the authenticity of diplomas. Launched on October 1, 2024, this innovation aims to strengthen the efficiency of the education system and reduce recruitment delays in the public sector.

A Major Challenge ⚠️

Like many other countries, Cameroon faces the problem of fake diplomas, which undermines the credibility of educational institutions and workers in the job market. To address this challenge, the government has launched a digital platform that allows real-time verification of diplomas issued by universities and other public and private institutions.

Presented during a ceremony at the Advanced Teacher Training College (ENS) of the University of Yaoundé 1, the platform was co-chaired by Jacques Fame Ndongo, Minister of Higher Education, and Joseph Le, Minister of Public Service and Administrative Reform. According to Rémy Magloire Etoua, the rector of the University of Yaoundé 1, ENS plays a key role in training civil servants.

How the authentication platform works🖥️

The new platform, a result of collaboration between the Ministry of Higher Education (MINESUP) and the Ministry of Public Service (MINFOPRA), enables instant digital verification of diplomas.

1. Diploma Registration 📄

All institutions authorized to issue diplomas must register these documents in the platform’s central database. This includes ministries such as MINESUP, the Ministry of Secondary Education (MINESEC), and the Ministry of Basic Education (MINEDUB). These data are accessible in real time for verification purposes.

2. Secure Access for Institutions🔒

Using a secure software interface provided by MINESUP, administrations like MINFOPRA can access information on the diplomas submitted by candidates. This simplifies the verification process for recruitment and other administrative procedures.

3. Verification Process ✔️

When an employer or institution needs to verify the authenticity of a diploma, they simply submit a request via the platform. The system checks the centralized database and returns a secure digital response confirming or denying the validity of the diploma.

4. Reduced Response Time⏳

This fully digital process speeds up the handling of requests, which were previously slowed by complex bureaucratic procedures. Now, administrations and employers receive responses in record time, improving the system’s overall efficiency.

5. Enhanced Transparency and Fraud Reduction 🕵️‍♂️

By making every diploma traceable and verifiable, this platform drastically reduces the risk of fraud, a major issue in Cameroon. It also ensures better traceability of documents submitted during applications for public positions.

Inter-Ministerial Collaboration for Greater Efficiency 🤝

This new platform is seen as a modern solution to the administrative burdens that delay recruitment processes, especially in the public sector. By simplifying and securing diploma verification, it serves as a « guarantee of trust » for employers and citizens, according to Joseph Le.

A joint circular from May 8, 2024, ensures that MINESUP provides a secure software interface that allows MINFOPRA to directly verify diplomas. This will enable a quick and digital response to verification requests, accelerating the recruitment process.

The Recurrence of Diploma Fraud 🔍

Each year, hundreds of fake diplomas are detected in both the public and private sectors. In June 2024, Joseph Beti Assomo, Minister of Defense, revealed the discovery of 1,312 fake diplomas during the recruitment of gendarmes and soldiers. Such incidents highlight the scale of the problem, which the new platform aims to solve by facilitating document verification.

This platform is the result of a partnership between MINESUP and MINFOPRA, signed in April 2023. Other key ministries, such as the Ministry of Secondary Education (MINESEC), the Ministry of Basic Education (MINEDUB), and the Ministry of Employment and Vocational Training (MINEFOP), are also involved in this project. The goal is to enhance transparency while reducing processing times for diploma authentication and recruitment applications.

With this initiative, Cameroon hopes to ensure better diploma traceability and reinforce trust in the educational and administrative systems.
