The « Piracy Shield » in Italy blocks access to Google Drive ❌

Google Drive users in Italy faced an unexpected service outage. This blockage, orchestrated by AGCOM*, the Italian Communications Authority, was part of measures implemented via the « Piracy Shield, » a platform designed to combat piracy. It’s not the first time this controversial technology has caused unforeseen service interruptions without explanation.

A surprise block for Italian internet users 🚫

On Saturday, October 18, around 5 PM, access to Google Drive was cut off for all Italian users. What initially seemed like a technical issue turned out to be a direct action by AGCOM, Italy’s communications regulatory authority. Unlike usual service disruptions caused by maintenance or malfunctions, this outage followed an intervention via the « Piracy Shield, » an automated platform dedicated to fighting piracy.

This platform allows AGCOM to block an IP address or domain name within 30 minutes once a violation is reported by rights holders. Designed primarily to counter illegal streaming and unauthorized sharing of copyrighted content, this technology led to the blocking of the drive.usercontent.google.com domain and its associated IP, cutting off Google Drive access for Italian users.

Lack of transparency and alarming precedents ❓

While the fast and automated nature of the Piracy Shield offers impressive responsiveness against piracy, it also raises concerns about transparency and the arbitrariness of its decisions. The Google Drive block was lifted a few hours later, but without any official communication explaining the initial reason. This lack of clarity fuels criticism against AGCOM, which has already been under fire after similar actions.

In February 2024, AGCOM blocked Cloudflare, a major internet security service provider, also without explanation. These large-scale blockages, which affect services widely used by the public and businesses, are raising concerns about how AGCOM’s powers are used. It’s not uncommon for actions taken in the name of fighting piracy to impact legitimate services without any accountability to the affected users.

The Google Drive block occurred during the weekend, minimizing the immediate disruption for many professional users who primarily use the service on weekdays. However, the outage still affected many individuals and businesses, highlighting the vulnerability of digital infrastructure to massive blocks like this one.
