The social network Telegram, led by Pavel Durov, has announced a tightening of its moderation rules. The platform has also stated that it will increase cooperation with judicial authorities. This decision comes as Telegram faces significant pressure, particularly from French authorities, due to its lack of cooperation on sensitive cases.
New moderation and AI measures 🔍
In a statement released on September 23, Pavel Durov outlined new actions taken by Telegram to enhance network security. One key measure involves the use of a team of moderators assisted by artificial intelligence tools.
« Over the last few weeks, a dedicated team of moderators, leveraging AI, has made Telegram Search much safer », Durov said.
The goal of this initiative is to restrict access to illegal content on the platform. Users who recently tried to search for weapons, drugs, or stolen goods through certain keywords are now met with no results.
This change marks a turning point for Telegram, which has often been criticized for its lax moderation policies. Strengthening moderation also aims to deter online criminal activities, according to the platform’s CEO.
Changes to data-sharing policy 🚓
Telegram has also updated its privacy policy, which now specifies that certain user information can be shared with law enforcement in the context of criminal investigations. This includes IP addresses and phone numbers of users suspected of serious violations of Telegram’s rules, such as drug trafficking or the distribution of child pornography. These details can be handed over to authorities based on valid legal requests, in compliance with current laws.
Until recently, Telegram only permitted data disclosure in cases related to terrorism. Now, the policy extends to other types of crimes, a change made in response to criticism from several governments. France and Belgium have been particularly vocal about Telegram’s lack of cooperation with judicial authorities.
A response to judicial pressure 👨🏾⚖️
Pavel Durov, who was arrested in France in August and placed under investigation for multiple charges—including complicity in the distribution of child pornography and money laundering—now faces a major legal inquiry. This case, which has also highlighted Telegram’s role in illegal transactions, has led Durov to adopt a more cooperative stance. He reaffirmed that his « personal goal » is to improve collaboration with authorities in the fight against cybercrime. In parallel, the platform has begun responding to outstanding judicial requests from previous months.
While some of these measures already existed in Telegram’s policies, their enforcement now appears stricter and more regulated. This approach could help ease tensions with the authorities. However, some observers question whether this represents a genuine desire for reform or simply an attempt to improve the platform’s image amid a judicial storm.
As he awaits trial, Pavel Durov, who is currently prohibited from leaving France, seems determined to prove his compliance. These new measures may help address concerns surrounding Telegram.
