In response to the challenges of income declaration and administrative document management, the Ministry of Finance, the General Directorate of Taxes (DGI), and the National Center for Information Technology Development (CENADI) have launched the nGomna application. This initiative aims to simplify tax procedures for public officials while ensuring enhanced security of personal data.
Adoption of nGomna 📜
nGomna (meaning « the State » in Ewondo) was launched in August 2023 following a circular issued by the Ministry of Finance. Available on Android and iOS, the application helps public officials overcome difficulties encountered on other platforms for income declaration.
On March 21, 2024, a circular from the DGI detailed the income declaration procedures for non-professional taxpayers, including public officials. Given the administrative constraints and need for simplification, the DGI sought support from CENADI to integrate this function into nGomna. Already used for various public services, the application is becoming an essential tool for income declaration and more, allowing public officials to comply with tax requirements without significant difficulties.
A Multi-functional Application☺️
With an update on October 25, 2024, iPhone users can now access nGomna via the Apple Store, enjoying the same features available on Android. The Ministry of Finance encourages public officials to download or update the app to access a centralized platform, simplifying their tax and administrative procedures.
nGomna goes beyond income declaration. It is designed as an integrated platform for public services in Cameroon. Initially focused on obtaining and managing documents like salary slips, the app now includes features that address the tax needs of public officials, such as:
- Direct printing of salary slips from the app.
- Real-time notifications for tracking salary updates.
- Generation and editing of the annual salary slip for the Individual Income Tax (IRPP) declaration.
- Information on the official’s active dependents, required for administrative processes.
- OTP (One-Time Password) system to facilitate account recovery in case of lost access.
Enhanced security 🔒
To ensure the protection of personal data, CENADI has deployed advanced security measures, including a one-time password (OTP) and multi-factor authentication (MFA). OTP grants temporary access, preventing unauthorized entry. Meanwhile, MFA combines multiple layers of authentication to ensure only the account owner can access sensitive information, providing complete confidentiality.
Strategic partnership 🫱🏾🫲🏽
To ensure the reliability of notifications and communications, CENADI has established a partnership with MTN Cameroon. They provide secure SMS services for OTP notifications and income declaration reminders. This partnership guarantees public officials real-time access to their information, reducing the risk of missed deadlines or errors.
CENADI is also working with other public entities to enhance the services available on nGomna by integrating more essential functions for public officials. This initiative aims to make nGomna a unique platform for managing the relationship between the State and its employees, reducing administrative procedures while increasing transparency and efficiency.
Improved accessibility and user support 📞
To meet user needs, the nGomna team offers 24/7 customer support. An unlimited fleet of SMS, phone calls, and internet access is available. Public officials can contact support via email (app.contact@cenadi.cm), an online portal (www.cenadi.cm), or by phone through WhatsApp (650 78 03 47 / 650 84 06 95). This availability ensures prompt assistance in case of issues, enhancing the user experience.
