Cameroon: The fiscal stamp goes digital 🎟️

Starting November 15, 2024, Cameroon will implement a digital fiscal stamp. This transformation aims to modernize public administration, covering several crucial documents, enhancing fiscal revenue security, and reducing fraud. The innovation is widely welcomed by citizens, who will now avoid long queues.

A major change in the administrative process 📝

Finance Minister Louis Paul Motazé formalized this reform, set to transform the handling of administrative documents in Cameroon. The documents affected include driving licenses, registration certificates, hunting and firearm permits, and certain notarized documents. Until now, citizens had to purchase physical fiscal stamps to validate these documents, a process often cumbersome and vulnerable to abuse.

From now on, users will need to pay their fiscal fees online via the  Directorate General of Taxation (DGT) digital platform. Once payment is completed, an electronic receipt is generated, replacing the physical stamp. This initiative is part of a broader modernization effort to simplify interactions between citizens and the administration.

Securing fiscal revenues and combating fraud 🔒

One of the primary reasons for this reform is fiscal security. According to the Ministry of Finance, physical fiscal stamps have long been subject to forgery and misuse, making it difficult to trace fiscal revenues. Some stamping machines that disappeared or were reportedly out of service would reappear in unofficial channels, used to issue counterfeit stamps. These fraudulent practices have cost the public treasury significant sums, and this digitalization aims to curb such issues.

Thanks to the online transaction traceability, each payment made via the DGT platform will be recorded. This method enables rigorous tracking and reduces fraud risks. Removing the physical stamp thus represents a way to reclaim previously misappropriated revenues and reduce financial losses for the State.

Direct benefits for citizens and businesses 👥

In addition to ensuring transaction security, this reform offers numerous benefits for users. The ability to pay fiscal fees online represents a substantial time savings for citizens. They will no longer need to visit administrative centers to buy stamps, facilitating public service access and allowing smoother management of administrative documents.

While generally positive, citizens express some concerns about internet connectivity quality.

Amadou, an entrepreneur, shares: “It saves us time. Going to buy stamps, sometimes in the rain, standing in line for hours, isn’t always easy.”

For Jocelyne, a merchant, it’s also about convenience: “Less travel is a good thing. Everything is going online; it was about time the administration followed suit.”

However, some users, like Gilbert, a retiree, remain skeptical:

“I hope they don’t make things harder for us. Not everyone has internet access. And even Cameroon’s connection quality is increasingly unreliable. You might end up paying multiple times because of network slowness.”

For businesses, too, this administrative simplification represents a significant improvement. Many economic operators, especially those frequently dealing with the tax administration, will see reduced interactions with public services. Digitalization will prevent wasted time, long lines, and repeated trips — a major advantage in a context where operational efficiency is crucial.

A step toward a modern and transparent administration 💻

This fiscal stamp reform is part of a larger project to modernize Cameroon’s public administration. For several years, the government has been rolling out initiatives to digitize and simplify public services. The digital transformation of the tax system is one of the most notable examples and is expected to influence other areas of administration.

By adopting this technology, Cameroon aims to enhance service transparency. This digital process will allow for transaction authenticity verification, limiting errors and misuse, and facilitating access to reliable, traceable proof of payment. This measure also aims to restore citizens’ trust, who have long awaited a more effective and honest administration.

The removal of the physical fiscal stamp paves the way for broader public service digitalization in Cameroon. The success of this reform could encourage policymakers to consider dematerializing other services still reliant on paper systems. Among the sectors that could benefit from this transformation are judicial services, business registration procedures, and the issuance of certain certificates or administrative permits.

Costs associated with printing, distributing, and managing physical stamps were significant, not to mention losses from fraud and stamp diversion. By choosing a digital solution, the State cuts expenses while optimizing revenue collection.

The elimination of physical stamps also allows better allocation of human resources within the administration. Staff who once managed physical stamps can now focus on higher-value tasks, enhancing the efficiency of fiscal services.

A vision for the future of Cameroon’s tax system 🌍

Through the elimination of physical fiscal stamps, Cameroon demonstrates its commitment to aligning with international fiscal management standards. Many countries have already taken this digitalization step, encouraged by international financial institutions to reinforce system security and reduce corruption.

Experts predict that this reform may be just the first step towards a fully digital tax system. Automating payments, increasing transparency, and reducing tax fraud are major assets that could inspire other changes, making the tax system more suited to modern economic challenges.
