The Digital Transformation Support Project (PATN) in Chad was officially launched on December 6, 2024. With a budget of 76.45 billion FCFA, it aims to strengthen digital infrastructure, expand Internet access, and digitalize public services. This initiative, supported by the World Bank, seeks to connect 4.5 million people and train 400,000 beneficiaries, including women and youth.
A project to bridge the digital divide 🌐
Chad faces a significant challenge: limited Internet access. The majority of the population, particularly in rural areas, remains unconnected. The PATN aims to change this reality. By building modern infrastructure, the project seeks to reduce digital inequalities.
It is important to note that this program is funded by the World Bank, which is committed to supporting Chad’s digital transformation. The project aligns with the country’s Vision 2030: “The Chad We Want” and the Strategic Plan for the Development of Digital and Postal Services (PSDNP 2020–2030).
According to the UN’s E-Government Survey 2024: Accelerating Digital Transformation for Sustainable Development, Chad scores 0.2674 out of 1 on the Online Services Index (OSI) and 0.1194 out of 1 on the Telecommunications Infrastructure Index (TII). These figures fall significantly below the African average of 0.3862 for the OSI and 0.4534 for the TII.
The International Telecommunication Union (ITU) reported in 2022 that 3G and 4G networks covered 68% and 36% of Chad’s population, respectively. Meanwhile, 2G coverage reached 86.8%, but 5G has not yet been deployed in the country.
Clear objectives for a connected future 🎯
The PATN is built around two main pillars. The first concerns connectivity. This involves improving digital infrastructures to provide reliable and affordable Internet coverage.
The second axis concerns digital public services. The aim is to facilitate citizens’ access to essential services such as health, education and justice. Additionally, the project aims to enhance transparency and efficiency in public administration. It is also inclusive, targeting marginalized groups, including women and youth. Of the 400,000 people to receive digital training, 25,000 will be women and girls.
The sectors targeted are diverse, ranging from education and healthcare to agriculture and security. Jana Kunicova, a representative of the World Bank, emphasized the importance of this aspect, stating that digital inclusion is a priority.
Transformation driven by innovation 💡
Prime Minister Allah-Maye Halina highlighted the role of artificial intelligence, urging Chad’s youth to familiarize themselves with these technologies. According to him, the future depends on innovative use of digital tools. The project also plans to provide direct access to digital platforms for 2 million people, simplifying administrative processes.
By connecting millions of citizens, the PATN will strengthen Chad’s digital economy. Training thousands of young people will promote inclusive development. For Chad, digital technology is no longer an option but an essential lever for sustainable development. Through the PATN, the country positions itself as a key player in Africa’s digital revolution.
