
Senegal Launches Training Platform to Digitally Empower Public Servants 💻

On April 18, 2025, during a working session, Senegalese authorities announced a new phase in their administrative modernization strategy: the creation of a national training platform aimed at strengthening the digital skills of public sector employees.
A Tool to Strengthen Public Sector Capabilities 🤝
The digital transformation of Senegal’s public services relies as much on infrastructure as it does on human skills. The government believes that civil servants must master the technologies available to them in order to deliver accessible and efficient services. With this in mind, the upcoming e-learning platform is being developed as a tool for continuous training and professional development.
Through this platform, authorities aim to promote learning of basic digital skills while also delivering intermediate competencies. The goal is to foster a true digital culture within the public administration. Civil servants will also be expected to integrate artificial intelligence into administrative processes to improve overall public service performance.
A Key Project in the National Strategy 🏛️
This initiative is part of the New Technological Deal, a government-led program designed to transform Senegal into a digital hub by 2034. Achieving this vision involves modernizing the public administration to align it with citizen expectations and the goals of sustainable development.
The Ministry of Digital Affairs praised the collaboration with the Civil Service, viewing it as a crucial step toward realizing the President’s Vision 2050. The ultimate aim is to build a more responsive administration that is centered on the needs of its users.
An Initiative Backed by International Institutions 🌍
The Organisation for Economic Co-operation and Development (OECD) supports this direction. In a recent report, it advised governments to identify skill gaps, offer targeted training programs, and measure their impact. It advocates for a modular, continuous, and measurable learning approach.
The World Bank, for its part, projects that Africa will require 230 million digital workers by 2030. With 130,000 public servants, Senegal sees online training as a practical solution—one that addresses the urgency without disrupting existing services.
