With the launch of PLAGED on November 13, 2024, Guinea is taking a major step towards the digitalization of its public administration. This online platform aims to simplify administrative procedures for citizens and businesses by reducing processing times and minimizing travel. This project marks significant progress towards modernized and transparent public service management. 🌍
A response to public administration modernization🌐
In response to challenges of bureaucratic red tape, the Guinean government initiated the development of PLAGED (Platform for Administrative Document Management). Led by the Ministry of Commerce, Industry, and SMEs, this digital solution aims to transform access to public services by simplifying processes often seen as time-consuming. This initiative aligns with Guinea’s commitment to strengthening its online administration development index, which increased from 0.2955 in 2022 to 0.4006 in 2024.
How the PLAGED platform works 💻
PLAGED operates as an online one-stop shop for administrative procedures. Accessible from any internet-connected device, it allows users to submit requests without having to visit government offices physically, thereby reducing processing times and associated costs. Among the services offered are:
- Requests for birth certificates and residency certificates: These essential documents can be requested and received directly via the platform.
- Business permits and company documentation: Entrepreneurs can submit documents to formalize their businesses, a step that encourages business formalization and reduces informality.
- Real-time application tracking: PLAGED includes a tracking system that informs users of the status of their requests, enhancing transparency.

For citizens, PLAGED represents a convenient solution, especially beneficial for those in rural or remote areas with limited access to public services. They can obtain essential documents without traveling, which eases the pressure on local administrations and saves time and money.
Businesses, in turn, benefit from simplified administrative formalities, creating a more attractive business environment and encouraging investment. By centralizing and automating administrative services, PLAGED seeks to reduce corruption risks by minimizing physical interactions, ensuring fairer access to public services.

The launch of PLAGED is part of Guinea’s digital transformation strategy, aimed at enhancing transparency and reducing corruption. By standardizing and automating processes, this platform lowers the risks of favoritism and illegal practices. Furthermore, by introducing citizens to digital tools, the government is also contributing to developing digital skills among the population—an essential condition for improving the country’s competitiveness.
While PLAGED represents a significant advance, challenges remain, particularly in terms of infrastructure and digital inclusion. Internet access remains uneven in some regions of Guinea, limiting the platform’s potential impact. However, the government plans to strengthen digital infrastructure and develop complementary initiatives such as “e-Learning” and “e-Counseling” to support education and decision-making within the administration.
